Cleveland’s city-owned electric company took a nap of some kind and when it woke up, found that they were floundering in about $21 million in unpaid bills.
In an attempt to recoup some of the loss, the city is turning over about $11 million of that to private collection agencies for collection, with the city trying to collect the rest.
